Indicted Buhari's Minister Name Missing As FG Orders Probe of Ihejirika, Minimah, 52 Others Over Arms Scandal

Indicted Buhari's Minister Name Missing As FG Orders Probe of Ihejirika, Minimah, 52 Others Over Arms Scandal

dambazau and buhari
A serving Minister of Interior, Abdurrahman Bello Dambazau is missing as President Muhammadu Buhari has approved the recommendation of the Committee charged with investigating the Defence Equipment Procurement from 2007 to 2015, for further investigation of those involved, after the committee found a number of irregularities in the contract awards.

Dambazau was reportedly indicted in the report submitted by the committee to the President, an earlier report according to Premium Times and culled by News Punch had published.

Mr. Dambazau was particularly mentioned as trying to suppress the content of the report. He was appointed the chief of army staff by late President Umaru Yar’Adua, and served between 2008 and 2010.

The approval followed the Third Interim Report of the Presidential Committee on the Audit of Defence Equipment, which was released on Thursday.

Among those to be investigated are 18 serving and retired military personnel, 12 serving and retired public officials and 24 Chief Executive Officers of Companies involved in the procurement.

All were either accounting officers or played key roles in the Nigerian Army procurement activities during the period under review.

Those listed for further investigation include two former Chief of Army Staff, Lt.-Gen. O.A. Ihejirika (Rtd) and Lt.-Gen. K.T.J. Minimah (Rtd); former Minister of State for Foreign Affairs II, Dr Nurudeen Mohammed and three former Permanent Secretaries in the Ministry of Defence – Mr. Bukar Goni Aji, Mr. Haruna Sanusi and Me. E.O, Oyemomi.

Also, the CEOs to be investigated include Col. Olu Bamgbose (Rtd) of Bamverde Ltd; Mr. Amity Sade of Dolyatec Comms Ltd and DYI Global Services and Mr. Edward Churchill of Westgate Global Trust Ltd.

According to the Committee, the total amount spent for procurement and operations within the period were N185,843,052,564.30 and $685,349,692.49.

It found that the Nigerian Army Contracts awarded by the Ministry of Defence for the period under review were often awarded without ”significant input from end-user (Nigerian Army) and to vendors who lacked the necessary technical competence”.

”As an example, 3 contracts with a total value of N5,940,000,000.00 were awarded to DYI Global Services Ltd and Doiyatec Comms Nig. Ltd (owned by the same individuals) for the procurement of military hardware including 20 units of KM-38 Twin Hull Boats and 6 Units of 4X4 Ambulances fitted with radios. The committee found that the 2 companies collected N5,103,500,000.00, representing 86% of the total value of the 3 contracts worth N5,940,000,000.00, but only performed to the tune of N2,992,183,705.31,” the report said.

The committee also found that a contract worth N169,916,849.77 for the procurement of 53 Armoured Vehicles Spare Parts, with 90 days completion time, is yet to be completed 5 years after.

With respect to contracts awarded directly by the Nigerian Army, the Committee found that many of the contracts were characterized by ”lack of due process, in breach of extant procurement regulations and tainted by corrupt practices.

”In this regard, a review of the procurement carried out by Chok Ventures Ltd and Integrated Equipment Services Ltd established that between March 2011 and December 2013, the 2 companies exclusively procured various types of Toyota and Mitsubishi vehicles worth over N3,000,000,000.0 for the Nigerian Army without any competitive bidding.

”Though the committee found no credible evidence of delivery of the vehicles, the vendors were fully paid based on job completion certificate authenticated by the then Chief of Logistics. Also, analysis of the various bank accounts of the 2 companies showed transfers to individuals related to then Chief of Army Staff,” the report said

N4.7b Ekiti Election Fraud: Obanikoro's Wife ARRESTED, Grilled; Sons 2 Houses SEIZED

N4.7b Ekiti Election Fraud: Obanikoro's Wife ARRESTED, Grilled; Sons 2 Houses SEIZED

Moroopha Onikoro
Alhaja Moroophat Onikoro, the wife of a former Minister of State for Defence, Senator Musiliu Obanikoro, who has been in the United States since June, 2015 has been arrested by the Department of State Services has arrested,in connection with the N4.7bn allegedly diverted from the Office of the National Security Adviser,  News Punch has learnt reliably

Morooophat was arrested in front of her husband’s house located on Layi Ajayi-Bembe Street, Parkview Estate, Ikoyi, Lagos on Thursday, Punch Newspaper confirms.

A DSS source according to Punch Newspaper said “We arrested Alhaja Onikoro this morning. Although she bears Onikoro, she is the wife of Obanikoro. She was arrested with some vital documents. She is currently in our office in Shangisha, Lagos, and will later be transferred to the Economic and Financial Crimes Commission for more investigation.”

It was learnt that after interrogation at the EFCC office in Ikoyi, Lagos on Thursday, she was allowed to go home on condition that she would return on Friday (today).

“We released her after interrogation. The woman cooperated fully with us and we allowed her to go because we don’t hold people hostage. We asked her questions and she answered respectfully,” a source in the EFCC stated.

EFCC had, last month, raided the ex-minister’s house and made away with some documents said to have linked Obanikoro to the N4.7bn allegedly siphoned from the Office of the National Security Adviser.

The EFCC had also sealed a house belonging to Obanikoro’s two sons, Babajide and Gbolahan, on Banana Island.

Obanikoro’s wife, who was in the house at the time of the search, alleged that her rights were abused and had even sued the EFCC for N100m.

“When she sued the EFCC, she thought that would be the end of the matter. Unknown to her, we kept surveillance on the house and swiftly arrested her with the evidence we needed,” a source said.

EFCC investigations had revealed that N4.7bn was paid into a bank account of Sylvan McNamara, a company in which Obanikoro’s two sons are said to be directors.

About N1.219bn was allegedly flown to Akure on a private plane during the build-up to the 2014 Ekiti State governorship election, which was won by Governor Ayodele Fayose.

Fayose was alleged to have received the N1.219bn through his bosom friend, Abiodun Agbele, while the then governorship candidate of the Peoples Democratic Party in Osun State, Senator Iyiola Omisore, allegedly received N1.310bn through company accounts said to belong to him.

Omisore had since been arrested by the EFCC and is reported to be cooperating with detectives.

Obanikoro, who has been in the United States with his two sons for over 15 months, denied the allegations, insisting that the EFCC was concocting evidence against him and his family.

He had also dared the commission to extradite him if it had evidence against him.

The EFCC, however, said it was in possession of a CCTV footage which captured Obanikoro and three others loading the billions of naira unto a plane at the Lagos airport in 2014.

“Let Obanikoro keep making noise in the US instead of him to be a man and come and defend himself like others. He has finished his academic programme in the US since April but has refused to return to Nigeria because he knows he is guilty.

“Obanikoro has put his family in trouble by using his sons to launder money. In this age of BVN (Bank Verification Number), it is difficult to get away with bank fraud,” a reliable source said.

Meanwhile, Justice Olukayode Adeniyi of the High Court of the Federal Capital Territory in Apo, Abuja, will today hear a N500m suit filed by Abiodun Agbele, an ally of Fayose, seeking an order releasing him from the custody of the EFCC.

Agbele was reportedly arrested on June 27 for his role in the handling of over N1.219bn on behalf of Fayose during the Ekiti State governorship election in 2014.

The money was said to have been part of the N4.7bn that was siphoned from the imprest account of the ONSA and deposited in the company accounts of Obanikoro’s sons.

In the suit filed on his behalf by his lawyers – Mike Ozekhome (SAN) and Olalekan Ojo –Agbele urged the court to declare his arrest and detention as unlawful and award N500m as compensatory damages against the EFCC for his unlawful arrest and detention.

Agbele argued, in the fundamental rights enforcement suit, that his arrest and continued detention beyond the 48 hours allowed by the Constitution, amounted to a  violation of his rights to freedom of liberty, human dignity and the right to acquire and own properties.

He said unless and except the court came to his rescue, the EFCC would continue to infringe on his rights to freedom of liberty.

At the hearing of the case on Thursday, EFCC’s counsel, Raymond Ezekiel, urged the court to adjourn hearing in the suit till Friday to enable him to file his counter-affidavit to the suit.

Ezekiel said the case file was only handed over to him on Wednesday, and as such, needed time to respond to the constitutional issues raised by the applicant in the suit.

Ozekhome had opposed an adjournment, arguing that the suit, being a fundamental rights enforcement suit, required prompt hearing.

But he later agreed that the respondent’s counsel be allowed time to respond.

Justice Adeniyi subsequently fixed Friday for hearing in the suit.

Inclusion Of The Reconstruction Of The 20klm Etara/Ekuri Road: An Open Letter To The Minister N'Delta, Past. Usani Uguru, By Thomas Ifere

A PASSIONATE APPEAL TO THE HONOURABLE MINISTER OF THE NIGER     DELTA AFFAIRS, PASTOR USANI UGURU USANI FOR THE INCLUSION OF             THE RECONSTRUCTION OF THE 20 KM ETARA / EKURI ROAD FROM OCHON VILLAGE.( BY PRINCE THOMAS MBEH IFERE)

usani uguru
Hon. Minister, I trust God this open letter meets you well?

Please, recall that I had once written you an open letter here sometimes in December 2015, trying to let you know about the plight of the Etara / Ekuri communities in Etung  Local Government Area of Cross River State that have for a long time  now been abandoned by government in all levels and best consigned to the rubbish bin of history in Nigeria.

We all know that even people who excel in taking personal responsibility have at least one story to tell, though some of us have suffered more serious situations, you really cant quantify or compare them with emotional pain .

What is the purpose of our living if not to be happy? Whatever the country or society people live in, they all have the same deep desire, to become happy.  Yet, there are few ideals as difficult to grasp as that of happiness.

In our daily lives, we constantly experience happiness and unhappiness, but we are still quite ignorant as to what happiness really is.

Further to a publication on the National Dailies in June 2016, as regards proposed projects for the construction & reconstruction of roads, classroom buildings & other projects across rural communities in the Niger Delta Region, I call on you the Hon. Minister to please include the reconstruction of the 20 kilometers road from Ochon Village to Etara / Ekuri villages.

The people of Etara / Ekuri Eyeyeng communities are in the present day Abidjang ward of Etung Local Government area of Cross River State.
Sequel to 1994, the people of these communities had always trekked by foot, a distance of 20 kilometers from Ochon village, in Obubra Local Government area.                                                                                                                                                                                              Through their communal effort,  they had a road on the 11th day of March, 1994. 22 years after, this road remains dead trap and still impassable.
Hon. Minister Sir, if It is true that in Cross River State, the development of the states tourism potential remains the core of the state government strategy for development, then the government may have made a mistake of abandoning these communities.
This is because, despite the presence of some established tourist sites in the State, there are also more tourist sites and natural resources in Cross River State, which has remained untapped in these communities that need to be explored.

Some of the human and natural  resources they are blessed with include: Cocoa, Kola nuts, Bush mango, Yams, Cassava, oranges, Timber, Limestone, Quartz, Crude Oil, Wild life animals, Onughi hills, the ettai agangan tourist site ,the egaranim tourist site ,the lotuni falls tourist site, Rattles, Fishes and other reptiles , Salt ,Monoliths  etc.
These communities also fall within the support zone areas of the Cross River National Park with potentials for tourism, as well as preservation of engendered species of plants and animals are found in the zone, offering a wide range of investment opportunities for private, as well as corporate investors.

They have among other natural resources, a virgin forest which could be explored for developing of industrial raw materials, oil, timber, brick and ceramic papers and raffia palm etc, which are essential necessities in the making of chairs and trays.
Most of these untapped natural resources  if  harnessed will help boost the Gross Domestic Product of Cross River State, the Niger Delta Region  and the Federal Republic of Nigeria.
Hon. Minister Sir, the problems facing these communities are numerous.

The major one  is the absence of the Federal Government, as well as the State Government presence.
Others  include:
Absence of schools
Absence of markets for transactions of economic activities.
Lack of job employment for the youths of these communities.
Lack of industries.
Lack of vocational centres.
Lack of tourist development attraction sites.
Low per capita income as a result of extreme poverty.
Lack of financial empowerment in the form of scholarship and grants to indigent students from these communities.
Lack of electricity to boost socio- economic lives of the people.
Absence of medical facilities.
Absence of infrastructural facilities.
Hon. Minister sir, your name would be written on gold in the history of these communities if you can help facilitate such a project for us.
God bless you in the discharge of your duties.

Long Live Etara / Ekuri Communities,
Long Live Etung L.G.A,
Long Live Cross River State,

Long Live Etara / Ekuri Communities,
Long Live Etung L.G.A,
Long Live Cross River State,
Long Live Niger Delta Affairs Ministry,
Long Live the Federal Republic of Nigeria.

A national reconciliation committee was also constituted to continue reconciliation efforts in the party. The committee is led by the deputy senate president, Ike Ekweremadu.

The party could not elect a new set of leaders in its convention which held in May due to various court orders.

Instead, the convention appointed a caretaker committee headed by a former governor of Kaduna state, Ahmed Makarfi.

However, a former national chairman of the party, Ali Sheriff, who had earlier announced the cancellation of the convention, insisted that he remained the chairman of the party.

The party’s national secretariat in Abuja is currently under seal by the Nigerian Police following altercations between the loyalists of the two factions.

“I wrote three letters to the president, none of them was replied. Initially, when he became president, I didn’t start like this”, Fayose added.

Asked why, as sitting governor, he shuns state executive council meetings with the president, Fayose said: “Each time they call meeting, my deputy goes there”.

Fayose added that he has did not harrass anyone despite provocation.

“The fact that I criticise you; I don’t have to be in your party! The APC, every day they come here to do rallies, they say that Fayose should resign, they say Fayose is fraudulent, did you see me slapping anybody? I will just look at you. There is freedom of expression.

“Even in the face of intimidation and even in the face of misbehaving, as a leader, you should accommodate all. Let me give you one instance, which the APC can never do to anybody. Throughout the tenure Fayemi was here, I never used a word that is unclean on him. I tell him he is our leader because anybody God has put there is our leader truly.”
