The Daily Independent, citing a close source in the All Progressives Congress (APC) reports that the possibility of Osinbajo running on joint ticket with Buhari is very remote.

The source said: “It is very clear that Osinbajo is just bidding time with President Buhari. Everyone knows that he  (Osinbajo) is a right hand man of Asiwaju Bola Tinubu. The latest in the series of actions being lined up by the Presidency as part of the grand plan to stand up to the national leader of the All Progressives Congress, Asiwaju Bola Tinubu and his co-highly dependable source, who pleaded anonymity, said. He revealed that there were pockets of camps within the Presidency, one of which reportedly argued that “since Osinbajo is not only a Yoruba man from the South West, but a core Tinubu apostle, his loyalty to Tinubu, either in or out of APC, remains sacrosanct.”



Tinubu was said to have single handedly nominated Osinbajo for the position of Vice President in 2015. Dependable sources close to the seat of power told The Point that the Buhari camp, sensing a potential loss of support and electoral votes from the South West, in the event of the Tinubu forces pulling out, is tinkering with options to win over the South East and perhaps South South blocs. “With many gladiators, who joined forces to see APC through to victory during the last elections already fingered in the movement to form a new mega party, there is intense calculation being done to get a crowd-puller from the South East geo-political zone. This is to garner substantial votes from the region to shore up what may be lost should the South West go with Tinubu,” one of the sources revealed. The source, who is considered a force to reckon with in the current political environment, also said that the latest move suggested that the political romance between President Buhari and his Vice, Osinbajo, might be heading for the rocks.

Although, President Buhari has not come out openly to declare his intention to stay in power beyond 2019, his body language, analysts said, seemed to point in that direction, “as a lot of pressure groups want him to continue doing the good work he has started, especially in the fight against corruption.”

“The choice of Kalu is part of the current political strategies that will put President Buhari in a vantage position, especially now that Tinubu appears not to be in the same ship with him,” another highly dependable source, who pleaded anonymity, said. Indeed, a prominent leader of the South South, who was close to the last administration of President Goodluck Jonathan and a respected former governor from the South East region, are key members of the team, which has also been saddled with planning and holding broad-based consultations across the two geo-political zones with a view to winning massive support for Kalu’s candidacy.

In its last two editions, The Point had reported authoritatively, that there were fresh facts linking former President Olusegun Obasanjo, Tinubu, former Senate President, Ken Nnamani, former governor of Cross River State, Donald Duke, Senator Rabiu Kwankwaso and other bigwigs to a major political realignment that would birth a new mega party to wrest power from the Buhari-led administration come 2019.

It also reported that the Presidency had began orchestrating a broad plan to cut Tinubu to size, what with his alleged involvement as a central figure in the formation of the new mega-party.

And in the aftermath, over the last 20 days, there have been a number of developments in the polity confirming The Point’s reportage of happenings in the political space, the most recent being the criticisms, during the week, of the Buhari-led government by former President Olusegun Obasanjo.

The Point gathered that the  lastest move to puncture Tinubu’s perceived stronghold was to ensure that Tinubu’s group did not have any edge over the ruling political party in 2019.

Recall that Orji Kalu decamped to the ruling APC on Wednesday, November 16. “Kalu is said to have the money, the political sagacity and the charisma, and his choice as the Vice President would mean that APC or any other political party for that matter that would have the incumbent as its presidential candidate, would garner much support and votes,” our source added.

Another source, who also pleaded anonymity, told The Point, “Kalu is not even a rookie. He is grounded in the type of politics we play in this part of the world. He knows how to play the power game. Mind you, the last time a vice presidential candidate was picked from the South East, in the person of Dr. Alex Ekwueme, was between 1979 and 1983, when Shehu Shagari, was the President. “The idea now is that the Igbos, who have been shouting marginalisation, would once again be pacified by the gesture.”

But a former governor of old Anambra State and former Minister of Sports, Jim Nwobodo, said such moves would bring no positive result.

“How will such happen? I don’t want to comment on the development. But I have my strong reasons for saying it will not fly,” he said.

One of The Point’s reliable sources further revealed that a political think-tank within the Presidency, which was lately constituted with a view to exploring different ways of garnering votes from the South-Eastern part of the country, had commenced work in earnest.

Part of the brief of the think-tank is to fashion out a way to further polarise the knit relationship between Osinbajo and Tinubu.

Recall that President Buhari’s biographer, Prof. John Paden, had written in his book, ‘Muhammadu Buhari: The Challenge of Leadership,’ that Tinubu was not the person who nominated Osinbajo, after all, for the vice presidency.

But The Point gathered that amidst all the political permutations, “Osinbajo keeps mute and indifferent, perhaps trying to avoid being labelled a traitor. In all his doings, he has been able to measure his utterances.”

Meanwhile, as the underground political shenanigan within the Presidency rages, the Minister of Power, Works and Housing, Mr. Babatunde Fashola (SAN), was recently told to liaise with the Minister of Finance, Mrs. Kemi Adeosun, in ensuring that all contractors handling some federal projects, especially road projects, across the country were promptly paid.

The idea behind this directive, according to an impeccable source, “is to allow for total grassroots participation in the 2019 Buhari Project.”

“Beyond this, some core elders in both the South South and South East, respectively, are being consulted by the Aso Rock political think-tank, preparatory to 2019, which some people think is still quite far,” he added.

For now, a lot of political jobbers have been reportedly planted within the inner circles of the Aso Rock Villa to act as the ear of the President.

“Almost all of them report directly to Daura, who is a loyal cousin of Mr. President and one of the powers behind the throne,” the source pointed out.

However, many stakeholders in the Nigerian Project, who spoke with The Point, disagreed with the possibility of the Kalu plan working out.

They hinged their disagreement on Kalu’s antecedent and the many allegations of corrupt practices hanging around his neck.

A major stakeholder in the South-East, who pleaded anonymity, told The Point that if the Buhari camp was serious about winning over the South-East come 2019, the immediate past governor of Anambra State, Peter Obi, would have been a better option.

He said, “Orji Uzor Kalu for Vice President? That is not possible. If the Buhari camp wants to win the South-East, Obi is a better option. Kalu is a rather bigger liability to the APC than an asset. “So, if Buhari is serious about courting the South-East and winning the zone over, Kalu is not the choice. He is not as popular in the South-East as he is making people to believe and would add no political value to the Buhari 2019 Project.”

Reacting to the development, the senator representing Ondo North in the upper legislative chamber of the National Assembly, Senator Robert Ajayi Boroffice, expressed surprise at such a move.

He said it would surely have ripple effects on the polity, adding, “In politics, everything goes. If this is true, then I see it as one of the ploys to shut out the South West geo-political zone and that will have far reaching effects on the polity. But it is difficult to believe that such a move will be contemplated.”

On his part, a top politician from Ikorodu, Lagos, Basorun Olorunfemi, said, “That move is not possible. How can Buhari, who is an anti-corruption crusader, root for someone like that? “Apart from that, Kalu just joined APC and I don’t think the party will root for such candidate with Buhari. What credential is he bringing to the table?”

However, a staunch Buharist, who had been a member of his team since the Congress for Progressive Change days, said nobody ever thought President Buhari could align with Tinubu in the build-up to 2015.

“Didn’t Tinubu also have similar situations of past corruption on his neck? But the alignment with him brought us where we are now. So, anything is possible in the power game,” he argued.

Meanwhile, a special adviser to Orji Kalu, Mr. Kunle Oyewumi, in a reaction, said there was no such plan to prepare his principal as possible replacement for Vice President Osinbajo.

He said, “For now, Kalu is not looking forward to replacing the VP. He did not join the APC because of any ambition. He did because of pressure from friends and political associates, with an overarching objective to drive development in the region.”

Oyewumi added that besides, Kalu is a close friend to President Buhari and Tinubu, and as such, will rather be an agent of reconciliation than pitch tent with anyone.

President Muhammadu Buhari's decision to dance to the tune of the governors under the platform of the ruling All Progressives Congress, APC may have stirred a serious clash between the President's Kitchen Cabinet members, otherwise known as the Aso Rock Cabals and the APC governors.

Fresh report according to The Nation Newspaper suggests that President Muhammadu Buhari is to consult governors and All Progressives Congress (APC) leaders in making appointments, it was learnt yesterday.

In line with his new policy, the President yesterday mandated Vice President Yemi Osinbajo to meet with critical stakeholders on the appointment of  members into boards of government agencies.


Osinbajo held what was described as “ a frank input  session” with Senate President Bukola Saraki, House Speaker Yakubu Dogara, Secretary to the Government of the Federation (SGF) Babachir Lawal,  Nigeria Governors Forum (NGF) Chairman Abdulaziz Yari, APC Governors Forum Chairman Rochas Okorocha and representatives of the governors in each of the six geopolitical zones.

But members of the President’s kitchen cabinet, otherwise called “The Cabal”, are said to be demanding 40 per cent of the slots in the  boards.

Although the members claim the President wants the 40 per cent of the slots, the governors said Buhari told them that he will not interfere in the process.

According to a source, who was at the meeting, the President told the governors that he was shocked by the protests which the nomination of ambassadors generated.

The governors protested to Buhari that they were neither consulted by the selection committee, nor the nominees known to them.

The source claimed that those given the assignment by the President to shop for competent hands only put their stooges.

To avoid “a repeat of padding of appointees”, according to the source, the President assured the governors and party leaders that he would henceforth ensure wider consultations with governors, National Assembly and party leaders on appointments.

The source added: “The President has dumped the cabal making discreet and embarrassing appointments. Now, it is going to be consultations before appointments.

“As a matter of fact, the President felt betrayed on appointments by some of his aides and kitchen cabinet advisers.

“Now, Buhari is set to reconcile with everybody, especially the aggrieved governors and leaders of the party, by running an all-inclusive administration and involving these leaders in strategic decision-making process.”

A  governor, who spoke in confidence, said: “We were all disappointed that some members of the Kitchen Cabinet of the President hijacked appointments and abuse the process in a manner that the President has become isolated from APC and its leaders.

“Yet, each time we met with the President, he always expressed disbelief that those given the assignment to look for capable hands did not consult with stakeholders and party leaders.

“In fact, when we had audience with the President on ambassador-designates, he felt bad that most of the governors did not have input into the list. It was more intriguing that some governors did not know those picked from their states.

“The President then assured us that henceforth, all appointments will be made with wider consultations. That was why the Senate President and others were at the Presidential Villa. A reconciliation or healing process has started.”

The governor added: “The session with Osinbajo was on appointment of members of Federal agencies. The President threw it open and everyone contributed.

“This is the template we will now be using for all appointments. And nobody will henceforth tamper with any consensus list.”

The members were alleged to have dropped the President’s name as requesting for the slot.

A governor said: “We rejected the new twist because President Buhari only told us to be fair and transparent in our selection. We are suspecting that the name dropping must be the handiwork of those elements, who were always padding appointments.

“We will wait for the President to return from Morocco and hear from him on whether he wanted 40 per cent of the slots for boards conceded to him.”

It was learnt that some ministers may quit the cabinet if members of the cabal are allowed to tamper with the list of board members of their ministries.

“It is unbecoming. You will send a list of nominees or experts for appointments but you hear of a different list. This is why some ministers go directly with files to the President to seek approval for some strategic appointments,” a source said, pleading not to be named “for strategic reasons.”

At the Vice President’s meeting with Saraki, Dogara and the others yesterday were Ogun State Governor Ibikunle Amosun, Imo State Governor, Rochas Okorocha, Zamfara State Governor Abdulaziz Yari, Niger State Governor, Abubakar Sani Bello and Adamawa State Governor, Jubrilla Bindow.

At the end of the meeting, Saraki told reporters:: “I’m sure the VP will issue a statement. But nothing of great alarm. It’s all for good governance, inclusion and collaboration with all arms. The states are here, national assembly executives just came up with ideas on how to make things work even better, that’s all.”

President Muhammadu Buhari's decision to dance to the tune of the governors under the platform of the ruling All Progressives Congress, APC may have stirred a serious clash between the President's Kitchen Cabinet members, otherwise known as the Aso Rock Cabals and the APC governors.

Fresh report according to The Nation Newspaper suggests that President Muhammadu Buhari is to consult governors and All Progressives Congress (APC) leaders in making appointments, it was learnt yesterday.

In line with his new policy, the President yesterday mandated Vice President Yemi Osinbajo to meet with critical stakeholders on the appointment of  members into boards of government agencies.


Osinbajo held what was described as “ a frank input  session” with Senate President Bukola Saraki, House Speaker Yakubu Dogara, Secretary to the Government of the Federation (SGF) Babachir Lawal,  Nigeria Governors Forum (NGF) Chairman Abdulaziz Yari, APC Governors Forum Chairman Rochas Okorocha and representatives of the governors in each of the six geopolitical zones.

But members of the President’s kitchen cabinet, otherwise called “The Cabal”, are said to be demanding 40 per cent of the slots in the  boards.

Although the members claim the President wants the 40 per cent of the slots, the governors said Buhari told them that he will not interfere in the process.

According to a source, who was at the meeting, the President told the governors that he was shocked by the protests which the nomination of ambassadors generated.

The governors protested to Buhari that they were neither consulted by the selection committee, nor the nominees known to them.

The source claimed that those given the assignment by the President to shop for competent hands only put their stooges.

To avoid “a repeat of padding of appointees”, according to the source, the President assured the governors and party leaders that he would henceforth ensure wider consultations with governors, National Assembly and party leaders on appointments.

The source added: “The President has dumped the cabal making discreet and embarrassing appointments. Now, it is going to be consultations before appointments.

“As a matter of fact, the President felt betrayed on appointments by some of his aides and kitchen cabinet advisers.

“Now, Buhari is set to reconcile with everybody, especially the aggrieved governors and leaders of the party, by running an all-inclusive administration and involving these leaders in strategic decision-making process.”

A  governor, who spoke in confidence, said: “We were all disappointed that some members of the Kitchen Cabinet of the President hijacked appointments and abuse the process in a manner that the President has become isolated from APC and its leaders.

“Yet, each time we met with the President, he always expressed disbelief that those given the assignment to look for capable hands did not consult with stakeholders and party leaders.

“In fact, when we had audience with the President on ambassador-designates, he felt bad that most of the governors did not have input into the list. It was more intriguing that some governors did not know those picked from their states.

“The President then assured us that henceforth, all appointments will be made with wider consultations. That was why the Senate President and others were at the Presidential Villa. A reconciliation or healing process has started.”

The governor added: “The session with Osinbajo was on appointment of members of Federal agencies. The President threw it open and everyone contributed.

“This is the template we will now be using for all appointments. And nobody will henceforth tamper with any consensus list.”

Former Lagos State Governor, Babatunde Raji Fashola, of course, is the Minister of Power, steering the affairs of Nigeria ever dwindling electricity.

According to the Daily Sun, there was mild drama in Minna, capital of Niger State, yesterday, when Vice President Yemi Osinbajo, accompanied by his wife, Dolapo,  got a feel of the epileptic power outage being experienced in recent times with five minutes blackout.


The occasion was the 8th Festival of Songs, organised by the Minna Choral Society, with Osinbajo, his wife and the state governor, Abubakar Sani Bello, in attendance.

The well-attended festival was barely 30 minutes when power went off, throwing the entire hall into confusion. This brought the event to  a halt for five minutes.

There was uneasy calm as security agents and the state government, as well as the organisers battled to restore power.

However, when the confusion was on, governor Bello excused himself from the hall and returned to the hall after light had been restored.
The governor reportedly went to observe his prayers but the august visitors kept their cool until power was restored.

Some dignitaries at the occasion expressed disappointment at the embarrassment and blamed the organisers for relying solely on Abuja Electricity Distribution Company (AEDC) as against the usual practice of getting a generator on standby whenever there is an event at the Justice Idris Legbo Kutigi International Conference Centre in Minna.

Besides, the state has witnesssed epileptic power supply in recent months.

Worried by continued power outage in the state, the state government, in September, this year, negotiated with two companies from Israel and the United Arab Emirates (UAE) to build alternative power source in the state.

The state government had equally threatened to stop payment of electricity bills to the AEDC if power outages persisted.

Then, Bello said the state, which hosts three hydro power generation stations with 1,600 mega watts capacity each, should not experience such power outages. “We have demanded from electricity generating companies to allocate additional 10 per cent electricity from the national grid to the state. That is yet to yield result. We can no longer wait but take appropriate action to seek other means of steady electricity supply to our people.

“We have started talks with two electricity companies based outside the country. We will start with Minna, the state capital then, it will cut across other local government areas of the state.

“Though the president is aware of our plight, we will try, on our par,t pending when the 10 per cent additional allocation we are demanding will be allocated to us, to look for alternative way.”

Security agencies in Nigeria have arrested about 800 suspected violent herdsmen across the country, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo made this disclosure in Houston, Texas in the US on Friday at a Townhall event where he interacted with US-based Nigerians who asked questions live at the event and also via the Internet, according to a statement issued by his spokesperson Mr. Laolu Akande in Houston.

The Vice President fielded about thirty questions at a well-attended townhall event moderated by Mr. Rudolf Okonkwo of Sahara Reporters and Prof. Nimi Wariboko of Boston University.


Asked about the issue of Fulani Herdsmen attacks in certain states across the country and what the Federal Government was doing to curb the problem, the Vice President said "the President has given firm instructions to the security agencies to arrest not only herdsmen who are attacking communities anywhere in the country but anyone of them or anyone at all in possession of firearms."

He added that "there are about 800 of suspected violent herdsmen in the country that are currently in custody." The Vice President however decried the slow pace of the criminal justice system which is affecting the prompt trial of such suspects.

Prof. Osinbajo reminded the audience however that the issue of killings by such violent herdsmen has been a perennial issue especially as grazing lands continue to disappear over the years and the cattle feed on peoples crops on the farmlands. He clarified that the matter just did not crop up when President Buhari assumed office.

Vice President Osinbajo then urged against the tendency of interpreting the herdsmen issue as a religious issue, stressing that it is important for all Nigerians to refuse such divisive narratives and tendencies.

He reminded his audience that there has always been conflict between herdsmen and communities across the country and that people should disabuse the notion that the problem has just started because President Buhari, a Fulani is currently at the helm of affairs in the country.

Answering question on the need for community policing, the Vice President indicated that community policing via State Police is indeed a cardinal program of the ruling APC. However the party agenda cannot be introduced until there is an amendment to the nation’s constitution.

Giving a scenario where a policeman from Bayelsa State for instance is working in Borno State where he cannot even speak the language or understand the culture of the people he is policing, noting that such is counterproductive.

The current situation where police activities is controlled at the federal level sure has some limitations, he conceded adding that the “ the federal government is currently working to introduce community policing that would be in line with the constitution.”

Commenting on the recent arrest of judges in the country, Prof. Osinbajo told his Nigerian audience in Texas that impunity could be very dangerous in any sector and that the federal government is only exercising its executive function in attempting to check excesses.

He pointed out that the important thing is that due process is being followed as the judges were released about 24 hours after their arrest and once they had given their statements.

The Vice President also responded to a question on the state of the nation’s economy and attributed the current recession to the loss of about 60 percent of government revenue due to pipeline vandalisation and endemic corruption in the system.

He however stated that getting back oil production is a sure way to get out of the recession and the federal government is working to sort it out.

Answering question from the internet on when former President Goodluck Jonathan would be arrested, Osinbajo pointed out that the Buhari administration is not in the business of arresting just anyone anyhow. He said all the Buhari administration does is to empower the security agencies and the anti-corruption agencies to do their jobs, without the administration trying to teleguide them.

He also added that the fight against corruption in the country is not fought on ethnic, hasty or premediated grounds.

According to him, “ corruption is not an ethnic thing, there is an equal representation in the stealing as no one operates with his/her ethnic group alone, the culprits are in every case seen so far, united by greed to steal and not by ethnic or religious interest.”

He frowned at a situation where for instance as much as $15 billion has disappeared from the national coffers into private pockets, pointing out that no responsible government would wave that aside so as not to offend people.

Commenting on the declining fortunes of Nigeria in international sporting competitions occasioned by poor funding by the government, the Vice President said that a long-term solution to inadequate funding of sports is private sector involvement.
According to him, looking around countries that have excelled in international sporting competitions, the private sector in those countries are directly involved and that is exactly what should happen in Nigeria.

By the time companies and organizations take up sports sponsorship, he believes that the tide would change for good.

Nigerians from all walks of life in Houston, Texas and from other parts of the US attended the town hall meeting which was preceded by a Nigeria Infrastructure summit which showcased opportunities for foreign investors in Nigeria.

All roads point to Kaduna next Monday as Nigeria’s Vice President, Prof. Yemi Osinbajo leads other personalities both within governmental and civil society organisations to brainstorm and chart a new course for the country on its fight against corruption leveraging on the nation’s recent membership of the Open Government Partnership.

Foreign delegates from the Global OGP, Washington DC, USA and its Chief Executive Officer, Mr. Sanjay Pradhan, development partners, other international officials including the Embassy of Switzerland and delegates from Nigeria have also confirmed their participation at this historic event.

Comrade Salihu Othman Isah, Special Adviser on Media and Publicity to the Honourable Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN disclosed this in a statement released over the weekend in Abuja signifying that the AGF who will chair the occasion is also expected to present the keynote address while the Chief Host, Governor of Kaduna State, Mallam Nasir El-Rufai will deliver the welcome remarks.

In the statement, Comrade Isah hinted that the retreat is coming on the heels of the presidential directive that the Open Government Partnership (OGP) Principles to be implemented, hence the Federal Ministry of Justice through its Justice Reform Sector in collaboration with the DFID/J4A/PERL programmes has scheduled the National Retreat on the development of the OGP National Plan from 23rd to 26th October, 2016 in Kaduna, Kaduna State.

The retreat is coming up following Nigeria’s formal acceptance as OGP member country in July 2016, two months after President Muhammadu Buhari, attended the Anti-Corruption Summit organized by the government of the United Kingdom in May, 2016 where he reaffirmed the Nigerian government’s commitment to strengthen anti-corruption reforms and bring integrity to governance through leadership by example.

For the OGP to work in Nigeria, it must satisfy certain conditions viz:
i.      Endorse a high level Open Government Declaration
ii.     Co-create and deliver a country action plan developed with public consultation (government and civil society)
iii.    Implement commitments made by government
iv.     Commit to independent reporting on their progress going forward, and
v.      Contribute to peer learning.

The obligations of the Federal Government include promoting efforts to prevent the facilitation of corruption through partnership and information sharing, implementing transparent public procurement and fostering programmes that will drive out the culture of corruption and institutionalize integrity in the institutions, while building on technology as a core pillar for engagement. To secure the requisite high level buy-in from stakeholders required for effective implementation; government has launched a robust consultative process aimed at identifying national priorities towards the preparation of the National Action Plan (NAP).

As revealed by the press statement, “So far, the Federal Government has set up an OGP National Steering Committee, with the Federal Ministry of Justice as the coordinating ministry. This Committee is made up of representatives of government, civil society organizations, organized private sector and professional associations who will work together to co-create a two-year National Action Plan (NAP) to deepen and mainstream transparency in the management of public funds across all sectors.

“The Steering Committee will function as a platform for deepening government’s anti-corruption reforms. Using a multi-stakeholder approach, it will work towards encouraging improved openness and transparency in government as well as citizens’ participation and engagement. From the government side, the fight against corruption cuts across every sector and as such, all agencies are expected to work towards ensuring openness in their processes as well as developing a sense of accountability and responsibility towards the citizens.

“Through a consultative process between government and civil society, the National Steering Committee has agreed on consolidating existing reforms within four thematic areas identified for the proposed National Action Plan. The thematic areas are:
i.      Promoting fiscal transparency and improved public procurement and open contracting;
ii.     Access to information;
iii.    Anti-corruption and asset disclosure; and,
iv.     Citizen engagement and empowerment.

It further added that, “Nigeria is already implementing a number of anti-corruption reforms across several sectors of governance, and the OGP initiative presents a platform for increased global participation, peer learning and continuous self-assessment. We have also fully embraced the technology train like other countries around the world as can be seen in components of the various reforms:
i.      The Enactment of the Freedom of Information Act (FOI) 2011 has made public records and information more freely available and accessible to Nigerians. Several government agencies have set up compliance structures and are now able to respond to requests for information, within the ambits of the law.
ii.     Enactment of the Public Procurement Act (2007) and subsequent establishment of the Bureau of Public Procurement (BPP) has improved transparency and openness in the public procurement process. Open contracting is now taking place in the public sector, with the Universal Basic Education Commission (UBEC) blazing the trail in Nigeria ahead of government’s plans to implement e-procurement in all its agencies.
iii.    Full enforcement of Treasury Single Account (TSA) which has allowed the government to monitor the financial activities of over 900 MDAs from a single platform, reduced the amount the FGN loses in interest rates on borrowing from commercial banks, eliminated the process of cash backing MDA’s accounts with commercial banks, improved the reconciliation process for MDA accounts and saved the government several billions of Naira which would otherwise have been lost through corrupt practices.
iv.     Implementation of the Government Integrated Financial Management Information System (GIFMIS) and the Integrated Payroll and Personnel Information System (IPPIS) has brought greater transparency to public financial management processes. The Budget Office and the Office of the Accountant General regularly publish allocations of federation revenues to all tiers of government, and widely disseminate information on budget allocation and execution. On the other hand, IPPIS has created a centralized database system for the Public Service with a single, accurate source of employee information.
v.      The Nigerian Extractive Industries Transparency Initiative (NEITI) has made some progress towards improving transparency in the extractive industry and is now working on populating a public register with the beneficial owners of all companies operating in the Nigerian extractive industry.
vi.     Implementation of the Bank Verification Number (BVN) initiative has created a centralized biometric identification system for the banking industry. The initiative has made it easier to follow the trail of money in the economy, reduced fraud in the financial sector and exposed tax evaders within the system.
vii.    The Code of Conduct Bureau is now better able to carry out its mandate of ensuring that public officers declare their assets and also that such assets are verified and recorded in accordance with the law.
viii.   The Money Laundering Prohibition Act 2007 is currently being reviewed to better define who a beneficial owner of a company is.
ix.     The Corporate Affairs Commission is also reviewing its laws to make it possible to disclose beneficial owners as well as provide information on ownership of assets held in blind trusts. It is also working to create a public register of beneficial owners of public companies.

Osibanjo To Grace Retreat In OGP In Kaduna On Monday
All roads point to Kaduna next Monday as Nigeria’s Vice President, Prof. Yemi Osinbajo leads other personalities both within governmental and civil society organisations to brainstorm and chart a new course for the country on its fight against corruption leveraging on the nation’s recent membership of the Open Government Partnership.

Foreign delegates from the Global OGP, Washington DC, USA and its Chief Executive Officer, Mr. Sanjay Pradhan, development partners, other international officials including the Embassy of Switzerland and delegates from Nigeria have also confirmed their participation at this historic event.

Comrade Salihu Othman Isah, Special Adviser on Media and Publicity to the Honourable Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN disclosed this in a statement released over the weekend in Abuja signifying that the AGF who will chair the occasion is also expected to present the keynote address while the Chief Host, Governor of Kaduna State, Mallam Nasir El-Rufai will deliver the welcome remarks.

In the statement, Comrade Isah hinted that the retreat is coming on the heels of the presidential directive that the Open Government Partnership (OGP) Principles to be implemented, hence the Federal Ministry of Justice through its Justice Reform Sector in collaboration with the DFID/J4A/PERL programmes has scheduled the National Retreat on the development of the OGP National Plan from 23rd to 26th October, 2016 in Kaduna, Kaduna State.

The retreat is coming up following Nigeria’s formal acceptance as OGP member country in July 2016, two months after President Muhammadu Buhari, attended the Anti-Corruption Summit organized by the government of the United Kingdom in May, 2016 where he reaffirmed the Nigerian government’s commitment to strengthen anti-corruption reforms and bring integrity to governance through leadership by example.

For the OGP to work in Nigeria, it must satisfy certain conditions viz:
i.      Endorse a high level Open Government Declaration
ii.     Co-create and deliver a country action plan developed with public consultation (government and civil society)
iii.    Implement commitments made by government
iv.     Commit to independent reporting on their progress going forward, and
v.      Contribute to peer learning.

The obligations of the Federal Government include promoting efforts to prevent the facilitation of corruption through partnership and information sharing, implementing transparent public procurement and fostering programmes that will drive out the culture of corruption and institutionalize integrity in the institutions, while building on technology as a core pillar for engagement. To secure the requisite high level buy-in from stakeholders required for effective implementation; government has launched a robust consultative process aimed at identifying national priorities towards the preparation of the National Action Plan (NAP).

As revealed by the press statement, “So far, the Federal Government has set up an OGP National Steering Committee, with the Federal Ministry of Justice as the coordinating ministry. This Committee is made up of representatives of government, civil society organizations, organized private sector and professional associations who will work together to co-create a two-year National Action Plan (NAP) to deepen and mainstream transparency in the management of public funds across all sectors.

“The Steering Committee will function as a platform for deepening government’s anti-corruption reforms. Using a multi-stakeholder approach, it will work towards encouraging improved openness and transparency in government as well as citizens’ participation and engagement. From the government side, the fight against corruption cuts across every sector and as such, all agencies are expected to work towards ensuring openness in their processes as well as developing a sense of accountability and responsibility towards the citizens.

“Through a consultative process between government and civil society, the National Steering Committee has agreed on consolidating existing reforms within four thematic areas identified for the proposed National Action Plan. The thematic areas are:
i.      Promoting fiscal transparency and improved public procurement and open contracting;
ii.     Access to information;
iii.    Anti-corruption and asset disclosure; and,
iv.     Citizen engagement and empowerment.

It further added that, “Nigeria is already implementing a number of anti-corruption reforms across several sectors of governance, and the OGP initiative presents a platform for increased global participation, peer learning and continuous self-assessment. We have also fully embraced the technology train like other countries around the world as can be seen in components of the various reforms:
i.      The Enactment of the Freedom of Information Act (FOI) 2011 has made public records and information more freely available and accessible to Nigerians. Several government agencies have set up compliance structures and are now able to respond to requests for information, within the ambits of the law.
ii.     Enactment of the Public Procurement Act (2007) and subsequent establishment of the Bureau of Public Procurement (BPP) has improved transparency and openness in the public procurement process. Open contracting is now taking place in the public sector, with the Universal Basic Education Commission (UBEC) blazing the trail in Nigeria ahead of government’s plans to implement e-procurement in all its agencies.
iii.    Full enforcement of Treasury Single Account (TSA) which has allowed the government to monitor the financial activities of over 900 MDAs from a single platform, reduced the amount the FGN loses in interest rates on borrowing from commercial banks, eliminated the process of cash backing MDA’s accounts with commercial banks, improved the reconciliation process for MDA accounts and saved the government several billions of Naira which would otherwise have been lost through corrupt practices.
iv.     Implementation of the Government Integrated Financial Management Information System (GIFMIS) and the Integrated Payroll and Personnel Information System (IPPIS) has brought greater transparency to public financial management processes. The Budget Office and the Office of the Accountant General regularly publish allocations of federation revenues to all tiers of government, and widely disseminate information on budget allocation and execution. On the other hand, IPPIS has created a centralized database system for the Public Service with a single, accurate source of employee information.
v.      The Nigerian Extractive Industries Transparency Initiative (NEITI) has made some progress towards improving transparency in the extractive industry and is now working on populating a public register with the beneficial owners of all companies operating in the Nigerian extractive industry.
vi.     Implementation of the Bank Verification Number (BVN) initiative has created a centralized biometric identification system for the banking industry. The initiative has made it easier to follow the trail of money in the economy, reduced fraud in the financial sector and exposed tax evaders within the system.
vii.    The Code of Conduct Bureau is now better able to carry out its mandate of ensuring that public officers declare their assets and also that such assets are verified and recorded in accordance with the law.
viii.   The Money Laundering Prohibition Act 2007 is currently being reviewed to better define who a beneficial owner of a company is.
ix.     The Corporate Affairs Commission is also reviewing its laws to make it possible to disclose beneficial owners as well as provide information on ownership of assets held in blind trusts. It is also working to create a public register of beneficial owners of public companies.

Punch Newspaper - Vice-President Yemi Osinbajo on Wednesday night cleverly avoided to be dragged into the raging controversy over who nominated him to be President Muhammadu Buhari’s running mate in the 2015 presidential election. 

Although he confirmed that “somebody somewhere” must nominate one before occupying a position, Osinbajo refrained from disclosing who nominated him. 


Controversy broke out recently when the author of Buhari’s biography, “Muhammadu Buhari: The Challenges of Leadership in Nigeria”, Prof. John Paden, claimed in the book that the President chose Osinbajo as his running mate despite the alleged opposition of a national leader of the All Progressives Congress, Asiwaju Bola Tinubu.

Despite the general belief that Tinubu was instrumental to the emergence of Osinbajo who served as his Attorney-General when he (Tinubu) was the governor of Lagos State, the author claimed that the names of Tinubu; the then Lagos State Governor, Mr. Babatunde Fashola; and Osinbajo were forwarded to Buhari for him to pick a running mate shortly after he emerged the party’s candidate at its convention in Lagos. 

The author claimed that Buhari chose Osinbajo above others despite enormous pressure from Tinubu to do otherwise. 

Tinubu’s loyalists have since faulted the account of the author, saying he (Tinubu) nominated the Vice-President.

Speaking at a dinner organised for former Niger Delta agitators at the Presidential Villa, Abuja, Osinbajo made a veiled reference to the controversy when he admitted that he was nominated by “somebody somewhere.”

He said, “I was in a group of young men and women and one of them asked the question how did I become Vice President?

“I was never a politician or anything like that. So I tried to explain it is quite simple that someone somewhere has to recommend you. 

“Somebody somewhere has to give you a helping hand, whether to be a Vice President or to be an aircraft pilot or to be an engineer, somebody somewhere has to give you an opportunity.

“I think that all of you that are here today are the beneficiaries of the opportunities that you have somehow received. And this is why this event is so important. I think that it is one way we have to remind ourselves that we are bound as individuals to give opportunities to everyone.”

Osinbajo said all Nigerians, including the future generation, will remain losers once Niger Delta militants continue attacking oil and gas installations in the region.
