The suspended House of Representative former Chairman of Appropriation Committee, Hon. Abdulmumin Jibrin has faulted the payslip made public by the Speaker of the lower legislative chamber, Yakubu Dogara, saying should that be his authentic payslip, he (Jibrin) could have must have been overpaid or he earned higher than the Speaker.

Dogara, yesterday revealed publicly, his monthly payslip following the Kaduna State Governor, Mallam Nasir El-Rufai's challenged of the Nigerian Federal lawmakers to reveal publicly their earnings.

El-Rufai has done same revealing his salary and security votes to the public domain.

Dogara in a tweet @YakubDogara displayed his payslip for six months.

His tweets read:

2019: You're On Your Own - Northern Leaders Tell Buhari, Asks The President To Resign, Fear Ya'Adua Scenario Might Come To Play

News Direct - The health situation of President Muhammadu Buhari has divided the northern leaders into two groups. While a group believes that the President should be patriotic enough to throw in the towel and think of the country first while another group had vowed to swim or sink with the President.

The anxiety over the health condition of the President heightened when the Senior Special Assistant, Media to the president, Malam Garba Shehu said Buhari would soon return to London to see his doctors.

However, northern leaders are beginning to be agitated over the health condition of the president as the same scenario played during the tenure of late President Umar Musa Yar’Aduawho died in office in May 2010.


Last week, the suspended former chairman of the House of Representatives Appropriation Committee, Abdulmumin  Jibrin, called on President Muhammadu Buhari to resign and hand over to a competent person.

Jibrin said in a series of tweets via his Twitter handle that the president had failed Nigerians, and should therefore immediately leave the stage.

“So many issues are left unattended even small issues that a presidential cough can deal with are left hanging. Supporters are worried, understandably resorting to grumbling in hush voices while keeping bold faces and holding on to hope and prayers. I believe that the combination of these two factors of his age and health situation have slowed down the pace of PMB and the APC government. The incoming president will have to do some diplomatic shuttle to a few powerful officials to address whatever their fears may be,” he said.

Presidency has since kept mum over Jibrin’s comment but sources close to Nigerian NewsDirect said the North was beginning to rethink the promised support for Buhari in view of reports of his failing health that he is suffering from a certain ailment which is believed to be wearing him down.

The North is still suffering from the sudden death of Umar Musa Yar’Adua and it would be unfair to the North to risk the situation again.

It would be recalled that in January, the President transmitted a letter to the National Assembly informing them of vacation, last February, he wrote the National Assembly informing the country of his intention to extend his medical leave in the UK.

Traumatised along with Buhari’s family members, is a nation agog with rumours and social media frenzy announcing the President’s death or health situation. Painting scenario of every conceivable stripe, new websites spring up to amplify deafening rumours about the coming Armageddon in the event of the President’s death.

This, the Northerners did not take with a pinch of salt as Sule Lamido, a former governor of Jigawa state said,” leaders beware of the consequences that flow from tyrant, impunity and abuse of human dignity,” Lamido posited that if the acts of intimidation was because of his ambition, if he has been destined to be president, nobody can stop me.”

There is this growing perception in the north that the 2019 general election would be decided by “focused and development-oriented politicians.

As such, those politicians including former governors and federal law makers have been mobilising in such a way that should President Buhari decide to seek another term in office, he will run the risk of being a lone ranger.

In a chat with Nigerian NewsDirect, a former governor of Kaduna State, Alhaji Balarabe Musa asked the National Assembly to guide Nigerians on the dilemma,

“The National Assembly has the greatest responsibility on this matter” Musa said

On his part, Engr Buba Galadima hinted that Buhari would run alone if he decides to throw his hat in the ring in 2019, and most politicians that have weathered many political battles in the north had started working together to regain the zone.

Former Sokoto state governor, Attahiru Bafarawa captured it this way, He said: “I am one of the people who held that running  government is not a one-man show, but a collective responsibility. And with the current situation in the country, neither APC nor Mr President can do it alone. I said this in a letter to the President, it is not what one man can do.

“You saw the way and manner Obasanjo ran his own government, it was encouraging. He toyed with the idea of unity government while in power.

He brought PDP, his party and APP by then, gave the ministerial appointments and they worked as a team, that was why he succeeded.

But when the winner takes all, in a country like Nigeria, cannot work.”

In all of these, it shows there is apprehension in the North because they are not favoured in this democratic setting, from 1999 till date the North had not really held onto power and complete their own tenure as stipulated in the constitution.

So the fear surrounding Buhari’s health is a huge concern to the North because, they want to maintain that northern oligarchy of keeping on to power but, it seems it is eluding them.

Their divergent views as to who will be the torch bearer that will be accepted in terms of experience and having that character and strong will to galvanize together, all and sundry in the north is still not identified.

The people of Katsina, especially from Daura had clinged on to that thought that this is our own, whatever happens, this is our time and chance even when they know of the health challenges.

What really comes to mind is if the President was ready for the rigours of governance and the multiplicity of Nigeria’s problems?

Being that Nigerians are driven by greed, power and distribution of wealth, some elements in the North are not concerned about what happens to the President. But just to say this is our own.

That is why notable scholars in the north are staunch critics of the President because they are of the opinion that the north can do better with a young articulated mind.

Meanwhile, the umbrella organisation of all northern youths, Arewa Youth Forum, (AYF) has accused leaders in the region of politicising the health of the President.

Its National President,  Comrade Ibrahim Gujungu said ,”we deem it necessary to affirm that all is not well with the North and most especially the region that holds political reign in the country.”

However, what is worrisome is the attitude of the politicians, especially those of the Northern extraction towards the health of Mr President.

Some Northern governors, are working to position themselves for political gains to the detriment of the ideology of the Northern Nigeria.

The bottom line of it all is that, the North should clearly, stop having the discordant tones, rather, an indepth knowledge of whom they put forward as president matters a lot to them and Nigeria, so as to erode from the mindsets of other regions that they are producing sick presidents whose lives hang in the balance two years into their administration. And they should stop maligning themselves and face political issues squarely.

The suspended member of the House of Representatives, Mr. Abdulmumin Jibrin, has lashed at President Muhammadu Buhari, saying that he has allowed himself to be taken hostage.

The former Chairman House Committee on Appropriation, did not say who took the President hostage, but in a series of tweets on his twitter handle, @AbdulAbmJ, on Monday, the lawmaker asked Buhari to either fight those blackmailing him or give up the presidency.

In one of the tweets, he wrote, “A President must repel blackmail with all his arsenals or give up the presidency.



“You cannot be an effective president while in hostage!”

He accused Buhari of playing into the hands of people he (Jibrin) claimed did not believe in him.

Jibrin, a member of the All Progressives Congress from Kano State, tweeted, “Mr. President, you are playing into the hands of people who do not believe in you and your our government.

“You will come back to these tweets in 18 months.”

He further alleged that Buhari had turned his back on a lot of issues in the name of achieving political stability and harmony.

Jibrin noted that the President’s decision would later come to haunt him.

He added, “Mr. President, such ‘political stability’ and ‘harmony’ that compels you to turn away your face where you shouldn’t is useless to our country!”

It was not clear whom Jibrin was referring to, but observers said coming on the day the Speaker of the House, Mr. Yakubu Dogara, turned 49 years old, Jibrin might have become frustrated in his bid to have Dogara prosecuted.

Buhari, had in a birthday message to Dogara, praised the speaker, saying that he (Dogara) inspired his trust in the youths of the country to deliver Nigeria out of challenges.

Jibrin had been suspended by the House in September after lawmakers dismissed his N40billion budget padding allegations against Dogara and three other principal officers.

The three others are the Deputy Speaker, Mr. Yussuff Lasun ; Chief Whip, Mr. Alhassan Ado-Doguwa; and the Minority Leader, Mr. Leo Ogor.

Jibrin had petitioned the Economic and Financial Crimes Commission, the Independent Corrupt Practices and other Related Offences Commission, the Police and the Department of State Services, seeking the prosecution of Dogara.

None of the agencies has acted so far by inviting any of the officers for questioning.

Jibrin later left the country for the United Kingdom on the excuse that his security was no longer guaranteed in Nigeria.

A former Chairman, House Committee on Appropriation, Mr. Abdulmumin Jibrin, made a fresh allegation on Thursday that the bank accounts of some principal officers of the House of Representatives had been frozen.

Jibrin, who is serving a 180-day suspension from the House, mentioned the Minority Leader, Mr. Leo Ogor, as one of the principal officers, whose accounts had been  frozen.

Jibrin made the allegation while reacting to the decision of the House to admit a petition from his Bebeji Constituency in Kano State, accusing him of absenteeism and inadequate representation.


A second petition by the National Youth Council of Nigeria alleged that the former Appropriation Committee Chairman operated five foreign bank accounts in violation of the Code of Conduct Bureau and Tribunal Act.

However, Jibrin failed to mention which particular security or anti-graft agency froze the accounts of the principal officers.

He also claimed that large sums were found in the accounts but he did not give a figure.

Jibrin stated, “This latest assault is coming because the security and anti-graft agencies have made progress on investigation, which has led to the freezing of the accounts of some principal officers, including the Minority Leader, Leo Ogor, where large sums of illicit funds were found.”

Jibrin called those who wrote the petition against him as “nonentities” sponsored by the Speaker, Mr. Yakubu Dogara, to dent his image.

He wondered why the same House and its Committee on Ethics  and Privileges would not investigate 18 pending petitions against the principal officers.

Ogor could not be reached for comments last night as his mobile telephone line was not accessible.

However, the Chief Whip, Mr. Alhassan Ado-Doguwa, who has featured in all of Jibrin’s allegations, laughed when The PUNCH sought his reactions.

Ado-Doguwa, who hails from Kano State as Jibrin, said Nigerians should ignore the “lies told” by the suspended lawmaker.

He noted, “Jibrin should be ignored. He is running away from prosecution. Why can’t he stay in Nigeria? He ran away.

“I don’t have an account that is frozen. As a matter of fact, I don’t have any money like Jibrin that will require my account to be frozen.

“Only Jibrin can explain the source of his wealth. That is why he believes everyone is like him.

“After running around the world, he will return to Nigeria and still face prosecution.”

The development came as another faction of the NYC issued a statement disowning the petition earlier submitted by the group to the House.

The petition was signed by the Coordinator of the Anti-corruption Unit of the group, Mr. Ifeanyi Okonkwo.

But, in its reaction, the second group stated that Okonkwo was not known to the body.

The statement was jointly signed by Mr. Murtala Garba (President) and Mr. Gbenga Adedamola (Secretary General).

The House had granted leave to Jibrin earlier on Wednesday to appear before the ethics committee to respond to the petitions in spite of being on suspension.

The house of representatives has passed a resolution allowing Abdulmumin Jibrin into the national assembly premises for the purpose of defending himself before the ethics and privileges committee, following fresh petitions against him.

Jibrin was suspended for 180 legislative days on September 24 over an alleged breach of legislators privileges arising from the budget padding allegations he levelled against Yakubu Dogara, the speaker.

But in a motion on Wednesday, Ossai Ossai, chairman of the ethics committee, said he was in receipt of two fresh petitions against Jibrin.


“The committee on ethics and privileges has commenced investigations into the petitions and seeks the indulgence of the house to invite Hon. Abdulmumin Jibrin, on grounds of fair hearing, to be allowed into the precincts of the house for the purpose of the defending the allegations contained in the petitions,” the legislator told the house.

He said the petitions received against Jibrin were on his absenteeism and poor representation of his constituency of Kiru/Bebeji in Kano state and for operating foreign accounts which was in violation of the 1999 constitution.

Contributing to the debate, Aliyu Madaki, a legislator from Kano, said since he had been suspended there was no need to consider the motion.

“Jibrin is not my friend but let us do the right thing. He has been suspended for one year; why are we considering this then? Let the court case take its course,” Madaki said.

Also speaking, Dogara said the matter in court did not have anything to do with absenteeism or the foreign accounts said to be operated by Jibrin.

“We don’t know of any case in court as regards operating of foreign accounts or absenteeism, but this is in line with fairing hearing and I think that is why the motion is here,” the speaker said.

The house adopted the motion after it was put to a voice vote by Dogara.

Jibrin was suspended for 180 legislative days on September 24 over an alleged breach of legislators privileges arising from the budget padding allegations he levelled against Yakubu Dogara, the speaker.

But in a motion on Wednesday, Ossai Ossai, chairman of the ethics committee, said he was in receipt of two fresh petitions against Jibrin.


“The committee on ethics and privileges has commenced investigations into the petitions and seeks the indulgence of the house to invite Hon. Abdulmumin Jibrin, on grounds of fair hearing, to be allowed into the precincts of the house for the purpose of the defending the allegations contained in the petitions,” the legislator told the house.

He said the petitions received against Jibrin were on his absenteeism and poor representation of his constituency of Kiru/Bebeji in Kano state and for operating foreign accounts which was in violation of the 1999 constitution.

Contributing to the debate, Aliyu Madaki, a legislator from Kano, said since he had been suspended there was no need to consider the motion.

“Jibrin is not my friend but let us do the right thing. He has been suspended for one year; why are we considering this then? Let the court case take its course,” Madaki said.

Also speaking, Dogara said the matter in court did not have anything to do with absenteeism or the foreign accounts said to be operated by Jibrin.

“We don’t know of any case in court as regards operating of foreign accounts or absenteeism, but this is in line with fairing hearing and I think that is why the motion is here,” the speaker said.

The house adopted the motion after it was put to a voice vote by Dogara.

The Economic and Financial Crimes Commission (EFCC) is probing 25 members of the House of Representatives over alleged N90billion botched budget padding.

The anti-graft agency has forwarded the names of the affected lawmakers to the Code of Conduct Bureau (CCB) so as to retrieve their assets declaration forms.

This brings to 41, the number of suspects under EFCC’s  investigation for budget padding.


The commission had interrogated 16 directors of finance and account of some Ministries, Departments and Agencies(MDAs).

The suspended  former Chairman of the House Committee on Appropriation, Hon. Abdulmumin Jibrin had sent a petition to the EFCC on the alleged padding of the 2016 budget by Speaker Yakubu Dogara and some principal officers.

The others are Deputy Speaker Yusuff Lasun; Chief Whip Ado-Doguwa, Minority Leader Leo Ogor and some chairmen of committees.

Investigation by our correspondent revealed that after preliminary investigation, the EFCC has isolated 25 members of the House of Representatives for questioning.

In preparation for the grilling, the EFCC wrote the Code of Conduct Bureau on the assets declared by the lawmakers.

A source in the CCB said: “We have received a request for the asset dossiers of 25 members of the House  who are being investigated in connection with budget padding.

“Our department in charge of assets declaration is working on the information needed. But we will not release the list of the 25 members of the House until the assignment is completed.

“The only challenge we have is the fact that the EFCC’s demand has put pressure on CCB because of the leakage of the information to some members of the House.”

It was however learnt that the CCB has shifted its ongoing verification of the assets of the 25 Representatives to a secret location in Abuja to stave off pressure.

“Some House members have infiltrated the CCB and this is hindering our work. But we will try our best to collaborate with EFCC.”

Jibrin had alleged injection of about N90billion personal projects into the 2016 budget by some principal officers.

He also alleged that the Speaker and the affected principal officers met to demand the N40billion worth of projects in addition to about N20billion wasteful projects which they allocated to their constituencies.

He accused the Speaker of seeking N30billion personal requests with three other officers.

An EFCC source said: “On the 2016 Budget in particular, preliminary investigation has established that some principal officers and committee chairmen inserted personal projects into the budget apart from the official projections by the Executive.”

It was learnt that the Presidential Advisory Committee Against Corruption (PACAC) , which had an audience with Jibrin, recommended a thorough probe of  his petition.

A Special Investigative Panel (SIP) of the Police, headed by AIG Amodu Ali is also looking into Jibrin’s allegations.

The SIP has sent a  letter to the Clerk to the National Assembly (CNA), Mr. Mohammed Sani Omolori to make the 2016 Budget approved by the lawmakers available to it.

Also, the Socio-Economic Rights and Accountability Project (SERAP), has filed an application at the Federal High Court, Abuja seeking an order of mandamus to compel the Economic and Financial Crimes Commission (EFCC) to investigate the allegations of padding levelled against the Speaker of the House of Representatives, Hon. The last may not have been heard of the current imbroglio ravaging the House of Representatives over the suspension of the ousted chairman of Appropriation, Hon. Abdulmumin Jibrin as  Honaurable Femi Gbajabiamila, the Majority Leader of Nigerian House of Representatives has described the suspension  as unconstitutional.

The Reps member representing Lagos State in the lower chamber made the avow in a recent interview with ThisDay Newspaper.

below is an excerpt from the interview:

“My concern on the suspension is the same that I always had, even when Dino Melaye and others, were suspended in the 6th Assembly. More so, as this was a one-year suspension. Now what is this concern? I find it difficult as a Constitutional Lawyer, to accept that our rules can actually pass constitutional muster if put to test.
“If you suspend a member for a year, you are effectively suspending his constituency and the people he represents, from participation in participatory democracy. This, in my own personal opinion, violates the constitution which delineates the country into Federal Constituencies for effective representation, at the centre.
“For every constituency, it is a right to be represented in the national assembly, not a privilege that can be taken away. The constitution says clearly that, all Federal Constituencies must be represented for 4 years, and lists, I believe, only 1 or 2 circumstances under which such a constituency can be unrepresented. e.g. by process of recall etc. Even at that, the vacancy is to be filled immediately.
“Our constitution does not envisage a situation where a Federal Constituency is unrepresented or underrepresented. If, for instance, an issue comes up in a member’s constituency, that requires federal attention or legislative address, who do they go to? We cannot take away a mandate, given by the people or short change a constituency. In law, the seat of a representative is held in trust for the constituency. It is an in rem matter, not a personam matter. This is why when a member gets up to speak, he goes through the formality of announcing his name and the constituency he represents. In fact, in other democracies and Legislatures, when a Speaker wants to recognise a Representative to speak, he addresses him or her not even by name, but as for instance, “the gentleman from so so constituency”. That is the pre-eminence given to a constituency in a democratic setting. So it is not about Honourable Jibrin, it is about Beweji Constituency.
“I do not stand in the gap for Jibrin, or is this in any way a defence on his behalf. You may not know this, but Jibrin and I stopped relating as friends and colleagues, since March or thereabout. However, I am not one to shy away from the truth and the rule of law. I believe that there are other ways that would be constitutional, if the House wants to discipline any member.
“On whether this was contempt of court, I believe that you are speaking about the Federal High Court decision in the Melaye case, when the Court said that the House lacked the powers to suspend the members. I do not remember the basis upon which the Court made its decision, but I will definitely look at it again. I suspect it was on the basis of fair hearing, as provided in the Constitution.”

“Personally, I would have preferred that the matter be dealt with, in a more transparent manner, or for that matter, not even dealt with at all. I made this clear when we had our last principal officer’s meeting, and gave my reasons for this. Sometimes silence is golden, and you can take the moral high ground and just leave this alone,”

Consequent upon the above and before I proceed with the aggressive steps I intend to take, I hereby DEMAND that if you have illegally taken or stolen any money meant for the RUNNING COST OF YOUR OFFICES FOR YOUR ENTIRE STAY IN THE HOUSE, YOU SHOULD RETURN THE MONEY WITHIN ONE WEEK TO THE CLERK OF THE NATIONAL ASSEMBLY AND FOR THE PURPOSE OF CLARITY, I AM REFERRING TO ABOUT 10MILLION NAIRA YOU COLLECT FROM TAX PAYERS’ MONEY MONTHLY. Today is a work free day since I have shun the Ethics Committee hearing on the grounds of sufficient doubt over the ability of the Committee to be impartial but most importantly the issue of my suspension which the Ethics Committee is to be used to forcefully and illegally enforce is subjudice and my lawyer, Femi Falana had written Speaker Dogara and cautioned him and the House against contempt of court.

I have made it a duty to respond to allegations against me but equally ignore many as I clearly know all the allegations leveled against me are false. That is why sometimes I respond to some of the allegations against me in a sarcastic way. I learnt something very important from Kayode Ogundamisi-you must respond promptly and firmly to allegations of corruption no matter how much of a joke it looks or sounds.

I have stated repeatedly that in the 5 years that I have been in the House, I have never abused my office nor corruptly enriched myself. It is note worthy to mention that all these allegations are made using faceless groups or discredited organisations and individuals. No member of the House has signed any allegation against me the way I have personally signed allegations against the Speaker and few others. Note worthy is the fact that the allegations has nothing to do with my 5 years in the House.

There has been a well-orchestrated and paid campaign of calumny against me by Speaker Yakubu Dogara. The objective is to divert attention from the allegations I raised against him and focus on damaging my reputation with all sorts of blackmail so that whatever I have said or will continue to say will suffer credibility problem. They have accused me of standing trial in a 17billion naira money laundering case, I am not standing trial in any case whatsoever before the EFCC. Recently, they accused me of ownership of an account with ING Bank UK with balance of £1.5 million and ownership of property at 453 Crankbrook Road, IIford Essex IG2 6EW. This was carefully concocted with a fake statement of account that was well publicized in the media. Trust Nigerian journalists, they went down to work and the deeds were released, showing I am not the owner and the bank also confirmed that it is fake (see attached for deed and email from the bank). I have reported the matter to the Inspector General of Police and once again I have taken the necessary legal steps to seek redress in court.

Finally, they moved on to what is probably their last resort since they could not find anything against me within or outside the House. They circulated in the media that I am under the influence of drugs, specifically cocaine. As politicians, we throw such mud at ourselves but since I will continue to expose issues of corruption that will continue to shock Nigerians, it became important for the public to know that I am not under the influence of any kind of drugs. I don't drink alcohol nor do I even smoke cigarettes. I am a teetotal gentleman, a sweet tooth who loves juice and have bad addiction for chocolates.

I have submitted myself to two separate drug and alcohol tests including one with the credible path care laboratories, who took my samples and the results for all the various kinds of hard drugs including cocaine came out negative (see attached for results)

I have also written the Chief Medical Director of the National Hospital to give me a date and time in view of my position as a senior public officer and the national importance of the matter, to take my samples at the national hospital, conduct another round of tests and make the result public ( see attached for copy of the letter). As far as I know, this is the first time a public officer in Nigeria will subject himself to an open drug tests. I have always been a courageous, extroverted, hyperactive and outspoken person with a fair sense of humour all my life. I hate lies and injustice.

For those who want to continue to attack the messenger and imprisoned themselves with the question of why i did not open up earlier should have a rethink. They should for once concentrate on the grievous allegations I have raised against the number 4 citizen of our country and some principal officers. This is a rare opportunity for our country to deal decisively with corruption in high places. We have a sitting member who has raised allegations, cooperating with the security and anti corruption agencies and willing to stand as witness throughout the process of investigation and prosecution. We must not let this opportunity slip away.

On a final note, let me confess something that may surprise you-one of the biggest fear of a politician is social media! It simply throws you up for fair and unfair attacks and public scrutiny. The social media has its down side and you may have many bad days ( I was chased out of Twitter twice and have had many bad days-it's a recent history). Iam convinced beyond reasonable doubt that the advantages of social media out weighs the disadvantages by billions of miles. As a country, we have under utilized the potentials of social media towards our political, economic and social advancement.

Today is a work free day since I have shun the Ethics Committee hearing on the grounds of sufficient doubt over the ability of the Committee to be impartial but most importantly the issue of my suspension which the Ethics Committee is to be used to forcefully and illegally enforce is subjudice and my lawyer, Femi Falana had written Speaker Dogara and cautioned him and the House against contempt of court.

I have made it a duty to respond to allegations against me but equally ignore many as I clearly know all the allegations leveled against me are false. That is why sometimes I respond to some of the allegations against me in a sarcastic way. I learnt something very important from Kayode Ogundamisi-you must respond promptly and firmly to allegations of corruption no matter how much of a joke it looks or sounds.

I have stated repeatedly that in the 5 years that I have been in the House, I have never abused my office nor corruptly enriched myself. It is note worthy to mention that all these allegations are made using faceless groups or discredited organisations and individuals. No member of the House has signed any allegation against me the way I have personally signed allegations against the Speaker and few others. Note worthy is the fact that the allegations has nothing to do with my 5 years in the House.

There has been a well-orchestrated and paid campaign of calumny against me by Speaker Yakubu Dogara. The objective is to divert attention from the allegations I raised against him and focus on damaging my reputation with all sorts of blackmail so that whatever I have said or will continue to say will suffer credibility problem. They have accused me of standing trial in a 17billion naira money laundering case, I am not standing trial in any case whatsoever before the EFCC. The embattled Speaker of the House of Representatives, Mr. Yakubu Dogara reportedly whisked off his security details as caucuses meeting he attended on Monday night, where he allegedly begged lawmakers colleagues for forgiveness turned chaotic.

Addressing the journalist on Tuesday after the plenary, a former Chairman of the House of Representatives Committee on Appropriation, Abdulmumin Jibrin, claimed that the Speaker attended separate meetings of the six zonal caucuses in the House on Monday night.

According to Punch Newspaper, Jibrin alleged that during the meetings, the Speaker “begged” for forgiveness for himself and his “co-accused” persons.


Jibrin said Dogara was “begging members to forgive him and the other principal officers mentioned for whatever offences they may have committed…it was a pitiful sight.”

He added, “We were waiting for him as the leader of the caucus to tell him we no longer want him…and if he doubts it, I challenge him to convene a meeting of the caucus in 24 hours or even one week.”

The former appropriation committee chairman also alleged that he was denied an opportunity to state his case during the meeting.

Jibrin further alleged that the situation became so tense that the Speaker was “literally whisked away by his security details” to avoid the wrath of members present.

However, Jibrin reiterated his call for the resignation of the Speaker and three other principal officers of the House, whom he accused of budget fraud.

According to him, the time is ripe for either the Ethics and Privileges Committee or a specially constituted committee of the House to probe the 20 allegations of wrongdoing against the Speaker, including the N40bn “budget padding” allegation.

Barring last minutes change, the resumption of the House of Representatives tomorrow may be turbulent as some lawmakers opposed to Yakubu Dogara's continued stay as Speaker of the House, will tonight hold a crucial meeting to perfect plot to remove him over allegations of 2016 budget padding leveled against him by Honourable Abdulmumin Jibrin, the former Appropriation Committee Chairman.

According to Premium Times, the anti-Dogara Reps members are considering moving a vote of no confidence against the speaker and the entire leadership of the House.

The House, as well as the Senate, will reconvene tomorrow, Tuesday, after a lengthy recess that started on July 21.


Supporters of the Speaker, however, are also preparing to block any move against Mr. Dogara, who is accused of budget fraud.

Mr. Dogara’s backers are expected to give him a standing ovation at the end of his speech opening the new session.

Allegations of budget fraud and abuse of office, which became known as budget padding scandal, were leveled against Mr. Dogara and some other lawmakers by Abdulmumin Jibrin, who was removed as chairman of the House Appropriations Committee shortly before the house went on the recess. The allegation, Mr. Dogara had denied vehemently

In the wake of the allegations, some members formed the Transparency Group and called for the prosecution of the Speaker and other accused persons.

A key member of the group, who asked not to be named said, ahead of Tuesday’s resumption that efforts were on to mobilise lawmakers against Mr. Dogara, Premium Times reports

“But we have not concluded,” the source said, revealing that the vote of no confidence agenda was being considered.

He said they would decide later tonight whether to go ahead with the agenda.

In a counter move, the agenda to pass a no confidence vote on Dogara will not materialise, a source in the leadership of the House confided in Premium Times.

The source said; “While they are planning (the vote of no confidence), others are planning to pass vote of confidence in the leadership of the House,” 

“I want you to know that after the prayer, first thing tomorrow is the Speaker’s speech. In the speech, he will welcome everybody and address all the issues and the allegations. Then, his supporters will rise to give him a standing ovation, which will be followed by a vote of confidence.

“So, I doubt if those planning vote of no confidence will still go ahead.”

The allegation was made by a group, the National Youth Council of Nigeria. 

The group claimed it had traced £1.558m (N825m) to a United Kingdom account allegedly owned by the embattled former chairman, House of Representatives’ Committee on Appropriations, Abdulmumin Jibrin.

According to the report, the Anti-corruption unit of the NYCN, Ifeanyi Okonkwo, said operation of the accounts contravened existing Nigerian laws on the conduct of elected and appointed public officers.

The battle for survival and the soul of the leadership of Nigeria's lower legislative chamber will continue on Tuesday as there were strong indications on Saturday that supporters of the Speaker of the House of Representatives, Yakubu Dogara, and those who are opposed to him will clash when the House resumes on Tuesday.

It was gathered that members, who were opposed to the Speaker, would raise the allegations of budget padding on the floor of the House, Punch Newspaper reports

It was learnt that anti-speaker forces, including Jibrin and the Transparency Group would insist that Dogara and his deputy, Yusuf Lanus, should step down.



Jibrin had, last month, sent a petition to the police, the Department of State Services, the Economic and Financial Crimes Commission as well as the Independent Corrupt Practices and other related offences Commission.

In the letter, he alleged that the principal officers padded the budget by N280bn, an allegation that the principal officers had denied.

When our source asked the Transparency Group what would happen in the House on Tuesday, the Chairman of the TG, Mohammed Soba, said, “All we are saying is that those accused by Jibrin should come out clean and before then, they must step aside and submit themselves for investigations.

“At this stage, nobody is saying they are guilty or not, but at least a case has been established against them. They have to come out clean before they continue if they are not found guilty.”

But a member of the House, Golu Timothy, said on Tuesday, that the attention of the House would be on the economic challenges facing Nigeria and preparations for the 2017 budget.

Timothy said, “Our attention is on the 2017 budget. If you waste time on that (Jibrin’s allegation) we will not have time to monitor the implementation of the 2016 budget and work on the 2017 budget.”

Speaking in a similar vein, another member of the House, Adamu Kamale, said, “Jibrin has been speaking out of the blue. I don’t think what he has been saying is what has happened in the National Assembly. The House leaders have not done anything wrong. What they (leadership) did was in line with the rules of the House and the Constitution of the Federal Republic of Nigeria.

“The person that we suspect to have illegally tampered with the budget is Jibrin himself. As far as we are concerned, Jibrin’s issue is not an issue at all.”

Budget Padding: EFCC Ignites SECRET Fire On Dogara, Begins Probe Of The Speaker In An Unusual Manner

Such is the case of the Speaker of the House of The Representative, Yakubu Dogara who is currently going through unusual discreet investigation by the Nigeria fearless ant-graft agency, the Economic and Financial Crime Commission over the allegation of budget padding labelled against him by his estranged friend and former Appropriation Chairman, Abdulmumin Jibrin.

According to TheCable, an online news media, the EFCC has invited finance directors of federal ministries and agencies to come with the details of their draft budgets and what was finally approved by the national assembly.as part of the investigation, 

The directors are appearing before the agency on different days of the week, TheCable confirmed

In July, Abdulmumin Jibrin, former chairman of the house committee on appropriation, was removed and he began to make a series of allegations against Dogara and other officers of the house.

He alleged that Dogara and his deputy, Yusuf Lasun; Alhassan Doguwa, and chief whip; Leo Ogor, minority leader, in cahoots with some members of the house made illegal insertions of about N450bn into the 2016 budget.

Jibrin also accused Dogara of diverting government projects to himself.

He called on anti-corruption agencies to investigate and to prosecute the speaker, describing him as a “shameless fraud”.

On August 1, he submitted petitions moored to his allegations against Dogara to the EFCC, the Independent Corrupt Practices and other related Offences Commission (ICPC) and the Department of State Services (DSS).

But in response, the house leadership described the allegations as wild, baseless and unfounded.

In a statement on August 18, the leadership of the lower chamber explained its reason from removing Jibrin as the chairman of the appropriation committee.

“The decision to relieve the erstwhile appropriation chairman of his position was a collective decision of the leadership in response to unrelenting pressures from the overwhelming majority of honourable members who were irked by the former chairman’s gross abuse of the budget process,” it said.

“Both actions were taken in the best interest of the institution and the nation for which we take full responsibility.

“In the meantime however, the leadership of the house of representatives wishes to reaffirm that it took collective action, in conjunction with the senate and a team from the executive, to rescue the 2016 budget when it became obvious that the former appropriation chairman had placed both the document and the process in jeopardy resulting in a spate of agitation from ministries, departments and agencies.”

“Truth may be slow but it usually always wins the race in the end. We have no doubts,”

Jibrin has vowed to continue his cause until Dogara goes to jail.

On Wednesday, he met with the presidential advisory committee on anti-corruption for more than three hours.

Security agencies, according to New Telegraph have begun investigations and profiling of assets both in Nigeria and abroad allegedly owned by the former chairman of the House of Representatives’ Committee on Appropriation, Hon. Abdulmumin Jibrin.

It was gathered that the embattled lawmaker-turned anticorruption crusader is said to have multi-billion naira assets in Nigeria, Dubai, United Kingdom, United States, Switzerland and Liechtenstein. The assets are mostly houses, New Telegraph says

The lawmaker is also said to be maintaining bank accounts in these countries. Jibrin had, at the weekend, confessed being a beneficiary of a questionable office maintenance allowance for members of the House to the tune of N650 million.

The Economic and Financial Crimes Commission (EFCC) is already investigating him. This revelation came barely a day after he accused the 10 principal officers of sharing more than N10 billion in fraudulent proceeds.

The Kano-born lawmaker, who regretted taking the loot, however promised that he would explain how he used his ill-gotten N650 million. “I have records and account of how I spent every penny that I have taken.

In fact, it has been published in a 150-page book. “However, I have never been comfortable with the money! Thank God the wasteful allowances regime has reached its Waterloo! The country and House will be better off!”

Jibrin had confirmed. But a reliable source in the National Assembly close to the Presidency told New Telegraph yesterday that President Muhammadu Buhari had directed security agencies to do a thorough background checks on Jibrin.

According to the source, it was discovered that Jibrin owns multi-billion naira assets scattered both in Nigeria and abroad, adding that the security agencies, including the EFCC, have made appreciable success and are still working.

“I want to let you know that because of the series of allegations being churned out by the former appropriation chairman, the Presidency had directed security agencies to do background checks on him and the report revealed damning things about him.

“The preliminary report shows that he has properties worth billions of naira here in Nigeria, Dubai, US, UK, Switzerland and Liechtenstein. In fact, by what I gathered, Jibrin is far richer than imagined.”

According to the source, the president was shocked at the revelations so far made. “His assets are stupendous and the presidency is still shocked at how he made such wealth. Although, it is understood he was into business, the source of his assets is being tracked by the security agencies,” the source stated.

He said the security apparatus have also compiled list of his activities when he was chairman of the House Committee on Appropriation during the 7th Assembly. The source explained that it was because of these investigations that Jibrin has not been allowed access to President Buhari since the budget padding scandal broke out.

“This must have informed the decision of the Villa not to grant him access to the president. Buhari was said to have been irked by the amount of stupendous wealth he has garnered at a youthful age,” the lawmaker disclosed.

It will be recalled that Jibrin had, at the beginning of his allegations against Speaker Yakubu Dogara and other members of the House, cried foul over deliberate efforts to stall his access to Mr. President.

According to the source, Jibrin’s decision to confess that he also benefited from the alleged illegal allowances to members of the House was taken after news got to him that the Presidency had ordered a secret investigation into his assets.

“You know, he’s very smart and intelligent. When he accused the 10 principal officers of sharing over N10 billion in illegal allowances, he didn’t mention his own. But as soon as he got wind of the news of background checks on him, he offered to explain how he expended what he was paid.

“He has, all along, denied that he was not part of budget padding but in this case, he also implicated himself,” the source stated. Jibrin had, last Friday, said Dogara allegedly got the lion’s share of N1.5 billion out of the N10 billion with deputy speaker, Yusuf Lasun, benefitting N800 million; Majority Leader, Femi Gbajabiamila, N1.2 billion; his deputy, Buba Jibril, N1.2 billion; House Whip, Alhassan Doguwa, N1.2 billion; and his deputy, Pally Iriase, N700 million.

Others were Minority Leader, Leo Ogor, N1.2 billion, his deputy, Chukwuka Onyema, N800 million; Minority Whip, Yakubu Barde, N700 million and his deputy, Binta Bello, N700 million. All attempts to get Jibrin react to this latest development were unsuccessful, as calls to his phone number could not go through.
